Financial Services Accessibility Requirements

Protect high-risk flows like sign-in, payments, and account recovery, where accessibility problems can block access to essential financial services.

For secure banking journeys, combine this guide with User Journey Scanning to validate login, MFA, transfer, and confirmation steps end to end, or use the Chrome extension for quick page-level checks during release cycles.

Financial services evidence to prioritize

  • EAA Article 2(2)(d) explicitly includes consumer banking services provided after 28 June 2025.
  • EAA recital 40 states that identification methods, electronic signatures, and payment services should meet accessibility requirements because they are necessary to conclude consumer banking transactions.
  • Eurostat reports 52% of individuals in the EU used electronic identification (eID) to access online services in 2025.
  • Eurostat reports 25% of individuals in the EU used eID specifically to access services provided by the business sector in 2025.

What is required

  • The European Accessibility Act became enforceable on 28 June 2025.
  • EN 301 549 is the core technical standard used in EU accessibility programs.
  • For web content, WCAG 2.1 Level AA remains the practical baseline under EN 301 549.

Journeys to prioritize first

  • Sign up, verify identity, and set up security
  • Log in, complete MFA, and recover account access
  • Set up beneficiaries and complete transfers or bill payments
  • Review statements, fees, and transaction history
  • Dispute a transaction or contact secure support

Data-driven WCAG checks

Priority areaWhy it mattersWhat to track
Authentication and MFAComplex sign-in and MFA steps can lock users out.Login/MFA completion and recovery success rate
Payment and transfer formsUnclear labels or errors can cause failed or duplicate payments.Transaction form error recovery rate
Confirmation and status messagingUnclear confirmations reduce trust in high-value actions.Confirmation comprehension pass rate
Statements and disclosuresInaccessible statements and fee disclosures increase legal and support risk.Accessible statement/disclosure pass rate

PDF compliance

If your customer journey includes statements, contracts, invoices, or policy documents, validate PDFs as part of the same release process. WCAG and EN 301 549 expectations apply to document access, not only web pages.
